You must eliminate your enemy. Generally this is accomplished by killing them, though there is room for more creative solutions (faking your death, mind-controlling them, etc). If you both survive the encounter and they haven’t been neutralized in some other way, the Cutoff will reset to 3, and the Clone will continue to progress and ruin this Contractor's reputation.
