Minerva focuses on the song of the electrons that make up a nervous system... and exerts her will on them. They start to show down... the subject experiences symptoms of CNS depression before collapsing.
Touching another living thing on such an intimate level is a distinctly traumatic experience. Even attempting to keep a degree of separation, looking at it as if it was *just* patterns of electricity, it's still difficult to justify reaching into someone's mind and messing with it.
Of course, a willingness to do so only comes out of exigent scenarios. An unwillingness to do so on one of her contracts lead to the separation of the group.. and as soon as her friend left her sight, she never saw them again. She's determined to not let that occur again.
Spend an Action to activate. Select a Living target within 30 feet. Make a Trauma roll when you activate this Effect. Roll Charisma + Influence at Difficulty 6. Affected targets may resist by rolling Body at Difficulty 6.
If you succeed, your target becomes drowsy for the next 30 seconds, during which time they suffer an additional -2 dice Penalty to all Actions. At the end of their drowsiness, they fall asleep for Outcome x 3 minutes.
Sleeping targets will not prematurely wake up on their own, and can only be awoken by taking Damage or nearing death from hunger, thirst, or suffocation. Drowsy targets always fall asleep, regardless of what happens while they are drowsy.
This Effect is not obvious, and the only sign you are using an Effect is rhythmically twitching fingers. If someone suspects that an Effect was used, they must roll Perception + Alertness, Difficulty 8 to pick up on your Tell.
This Gift's Cost is capped at 2 and cannot be increased further.
Possession of this Power grants the following Trauma at all times: Separation Anxiety: During a contract, you must roll self-control to ever consent to splitting the group. On a failure, you will insist and act only towards keeping the group together, taking mind damage if the group splits. On a botch, you will use force to keep the group together.
Upon Activation, Haley's (Or whatever form he is taking) eyes and mouth will glow a bright neon green, followed by a blob of neon green light fired from Haley's mouth towards the target, burning them very hot, but can be defended against. This hurts Haley's throat and eyes :(
Increase your sacrificial Injury's Severity by 1 and spend an Action. Select a target within 300 feet. Roll Brawn + Alertness Difficulty 6. The target may contest by rolling to Dodge or Defend as a Reaction, Difficulty 6.
If the Contested Outcome is positive, the target takes that much Damage plus 6. Armor is fully effective against this Damage.
Any Injury inflicted is considered Unstabilized no matter its Severity. The roll required to Stabilize it is treated as though it is a minimum of Severity 6. These wounds do not heal naturally, though Effects may still be used to heal them.
If you successfully hit your target, the value of any Armor they are wearing is reduced by 2. For material armor, this penalty lasts until it is repaired. For intrinsic armor, it lasts until the end of Combat and any relevant wound is healed.
If the target suffers an Injury from this Effect, they will receive at least a Minor Battle Scar regardless of its Severity. When this Effect causes a Battle Scar, you may select which one of the appropriate level.
Anyone who witnesses you during this Effect's activation will almost certainly be disturbed to see the following destruction to the target and Haley. And they may be disturbed by the potential outing of Haley's supernaturality.
If you do not have a sacrificial Injury when you activate this Effect, take a new Severity-1 Injury.
Father White begins to chant a call to the angels above in latin as he forms a "Star of David" with his hands... ironically, he's actaully chanting to Satan without knowing it and forming a Pentagram but... don't tell him that!
As he does, the target is wreathed in the hands of the damned and black-touched fire as a portal to hell opens up... igniting them.
Exert your Mind and spend at least two Actions performing the following ritual: speaking a latin summon while somatically gesturing your hands to form the mark of the devil to activate. Select a target within 20 feet. You must maintain Concentration while activating this Effect, and it fails if you are interrupted.
You may start a new fire as large as a firepit's fire at your target. You may create fires the size of a lighter or candle flame without Exerting your Mind. When you create a fire, you may choose to maintain Concentration for up to 4 Rounds. As long as you maintain Concentration, the fire you created cannot be extinguished. Afterwards, they require fuel and oxygen in order to continue burning, and can be extinguished as normal.
Lighting a target on fire deals 4 Damage per Round, starting in the Round after the one in which they caught fire. This Damage is reduced by Armor, but the target’s Armor rating will be depleted by any Damage dealt, destroying the Armor once it reaches 0.
Anyone who witnesses you during this Effect's activation will almost certainly be disturbed to see the target is wreathed in demonic black-touched flames and are clawed at by the hands of the damnned as they are ignited by a hand straight from hell.
You may only use this Effect once per day.
Stop hurting yourself, Jacob! :<
Putting up your hand towards something hurts my soul, especially after watching the way it contorts and splits apart to allow those icky growths to engulf the object and absorb it back into you.

Spend an Action.

You may store Objects in your stash, each no larger than something which could fit inside an SUV (4,000 liters), and you may store up to 7 things at a time.
Anyone who witnesses you during this Effect's activation will almost certainly be disturbed to see Jacob's outsretched appendage contorts and rips apart to allow blood-red, ectoplasmic growths to emerge from the cracks in the flesh and engulf the target object, swallowing and absorbing it back into Jacob.

Exert your Mind and spend eight hours. Select a Living or Animate target within arm's reach. Roll a single D10 as a critical failure check. They may choose to Resist the Effect and not make the roll. The target can easily Resist.
You may add one augmentation to your target. Each augmentation counts as a Battle Scar and can have exactly one of the following Effects:
The augmentations you provide are not outwardly visible nor obvious.
The mobster presents a reasoned, logical case to the target: there's a lot of dangerous folks out there, and only they can offer safety... for a price.
If they agree, they will pay the mobster a monthly fee for protection. If they stop making their payments... well, let's just say, the mobster can't be held responsible for any unsavory types that might pay them a visit.
This Effect cannot be used unless you are making a deal to exchange money for protection.
You may make an oath with a physically-present, Sapient target. Communicate the oath's terms to the target, including the requirements and penalties for each participant. If all agree to the terms, you must Exert your Mind and all participants must shake hands to seal the deal.

When crafting your oath, you may incorporate any of the following penalties:
