The Psychic issues a telepathic command, communicated as sounding like a sharp whisper in the ear, to the target.
Then, they gesture an open hand towards the target. When the command is issued successfully, the target gives a slow nod and an eerie smile that fades after a second.
Exert your Mind and spend at least one Action to activate. Select a Sapient target within 20 feet. This Effect cannot be used unless you have already activated Telepathic Chatter on the target. Communicate a command to your target. Roll Charisma + Influence at Difficulty 6. The target may resist by rolling Mind at Difficulty 7.
If the contested Outcome is positive, your target will be compelled to follow your command to their best understanding of the letter and spirit of the command until they have completed it or for your Outcome in minutes. You cannot issue another suggestion to the target until 10 minutes after they have completed the first command or 10 minutes after a failure.
The target is unaware that they are under supernatural influence and feel they are acting of their own free will. If you fail, they realize that you were attempting to influence them supernaturally with your command.
Your command can be an order to take an immediate Action and a conditional request. You cannot order a target to "do nothing," and they are free to take other Actions as they fulfill your request. Your command cannot be obviously self-endangering or self-destructive. The Effect ends if following your command would cause a target to cross one of their Limits in a way that would necessitate a Trauma roll.
You must have some means of communicating this command to your target, but no one other than you and them will understand or perceive it.
You must maintain Concentration while your command is being carried out. If you break Concentration, any active suggestions you have issued will end.
When the axe is swung at a target’s elbows and knees, the runes and engravings will glow a deep red as they make contact with the flesh. As the limb is detached from the body, the target will grow the respective appendage back at the location of the “wound” with full function.
Exert your Mind and Spend an Action. Select a Living or Animate target within arm's reach. Roll Brawn + Melee at Difficulty 6. The target may roll Body, -2 dice at Difficulty 7, as a Free Action to resist.
If you succeed, the target receives a new Battle Scar of your choosing, limited by the contested Outcome:
If the Contested Outcome of your activation roll is 4 or higher, the activation cost of this Effect is refunded.
All alterations you make must shorten limbs.
Mrs. Ross has a gift. One that has been built over a good many years. First they started as whispers in her dreamscape, moans that clouded her mind like a fog in the late evening hours. She doesn't quite remember how it happened, the moment was vague. She heard a lamenting echo coming from a body in a casket, a relative whose funeral was still in progress. Though she cannot speak, The Voice in her head certainly can, and she tried to reach out to the whispers like she never could anyone else. To her immense surprise, the they responded, a cavalcade of emotions from the recently deceased.
Mrs. Ross uses the spirit's connection to their loved ones in order to entice them to speak to her, so that their final wishes may be fulfilled. Spirits do not come to her more than once a day, however, as some dark figure in the veil looms near her metaphysical presence...
Exert your Mind and spend one minute to activate. Select a Dead target of which you have a loved-one in your presence.
The target can communicate in your language for the next hour.
This Effect is not obvious, and the only sign you are using an Effect is that her eyes shimmer a faint purple. If someone suspects that an Effect was used, they must roll Perception + Alertness, Difficulty 8 to pick up on your Tell.
You may only use this Effect once per target per day.
The Ghoul bites into the object or structure, jaws distending to consume a 5 liter portion - steaming blood drips from the jaws as this clearly painful process occurs - every once in a while, an object is too tough for the digestion, & this effect fails with audible popping of jaw ligaments & cracking of teeth.
Exert your Mind and spend an Action. Select a Object or Construct Object or piece of an Object or structure within arm's reach no larger than a purse (5 liters). Roll a single D10 as a critical failure check. If you roll a 1, the Effect fails, and you break your jaw. Roll Brawn + Brawl Difficulty 6. Sapient targets may resist by rolling Mind at Difficulty 8.
If your Outcome is 4 or higher, the target will be completely destroyed and can no longer function, though it may still be repaired. If your Outcome is less than 4, the target will be partially damaged, and any attempts to use it will suffer a dice penalty equal to your Outcome.
When activating this Effect, you may spend an extra minute and maintain Concentration. If you do, it has no Exertion cost, and you may destroy an object which has up to 3x larger dimensions, or up to 27x larger volume than the normal maximum size.
Anyone who witnesses you during this Effect's activation will almost certainly be disturbed to see his jaws distend, crack, & drip steaming ichor as he bites into the object.

Spend an Action or Reaction. Select a Location which is at most 375 feet away horizontally or 75 feet away vertically. If you are using this Effect as a Reaction, you must travel at least 10 feet. You must use up a pint of blood in order to activate this Effect.
You jump to the chosen location. If the landing is precarious, the GM may call for a roll to land safely. You will never take fall damage from successfully landing a jump made with this Effect.
You may opt to trade your free movement for a Super Leap if you are jumping less than 50 feet or if you are closing a gap to an opponent and spend your Action on an attack.
You may activate this Effect while in free-fall, as long as your target Location is a surface on which you can land. You are immune to fall damage.
When you use this Effect as a Reaction to dodge, if you Exert your Mind to activate the Effect, you do not need to roll; your dodge is automatically successful.
Anyone who witnesses you during this Effect's activation will almost certainly be disturbed to see blood-soaked bandages twisting and slithering like monstrous tendrils around the user or their target.
By slowing the hands of one of their watches, the time-traveler may interrupt and slow a target's movement through time. The target appears to be moving in slow motion for the duration.
Exert your Mind and spend an Action. Select a Animate target within 20 feet. You must actively and obviously use a watch or clock to activate this Effect. Roll Intellect + Science at Difficulty 7.
If you succeed, the target will suffer a dice penalty equal to the Outcome for the next 2 Rounds. Dice pools may be reduced all the way down to 0 by this penalty. This breaks Concentration.
You may activate this Effect as a Reaction to contest any Action a valid target is taking, reducing their Outcome by your own. Your command has no impact beyond disrupting their Action.
The mobster presents a reasoned, logical case to the target: there's a lot of dangerous folks out there, and only they can offer safety... for a price.
If they agree, they will pay the mobster a monthly fee for protection. If they stop making their payments... well, let's just say, the mobster can't be held responsible for any unsavory types that might pay them a visit.
This Effect cannot be used unless you are making a deal to exchange money for protection.
You may make an oath with a physically-present, Sapient target. Communicate the oath's terms to the target, including the requirements and penalties for each participant. If all agree to the terms, you must Exert your Mind and all participants must shake hands to seal the deal.
Record the oath as a Condition. If a party breaks the oath, the Condition ends and they suffer the oath's penalty.
When crafting your oath, you may incorporate any of the following penalties:
The target cannot be compelled to agree via a direct threat of violence, another Effect, or another oath. If you would like to use clever wording to mislead the target, you must succeed a contested Intellect + (Culture or Influence) roll.
