When the denunciation is spoken, Norton's voice seems to echo, as if two people we're speaking at once. Under the right conditions, some people will see the ghost of Emperor Norton I standing alongside him, also admonishing the target.
The Golden Rule, espoused by most philosophies of the world: Love thy Neighbor. Do no Harm. Do unto Others as you would have them do unto You.
Everyone knows this moral lesson, for Man is inherently good. Yet, in the cut throat world of seeking one's daily bread, it is a lesson easily forgotten. Pushed aside in the mad race to reach the heights of self gratification!
Yet, no matter how far the sheep has strayed from the shepherd, they still yearn to do what is right. With some, only a gentle word is needed...for others, the Imperious Command from the Top Hat clad figure of Emperor Norton the II is required - this resounding decree shakes even the coldest heart, awakening them to an enlightenment they will not soon forget!
Exert your Mind and spend an Action to activate. Select a Sapient target within 20 feet. You must actively and obviously use Imperial Regalia to activate this Effect. Roll Charisma + Influence at Difficulty 6. Affected targets may resist by rolling Mind at Difficulty 8 with a -3 dice penalty. If they are incapacitated or unconscious, they fail automatically and their Outcome is 0.
If the Contested Outcome is positive, the target takes Mind damage equal to the Contested Outcome. If you deal at least 3 Mind damage, the target will gain Pacifism as a Trauma. This trauma may be removed by Effects or mundane therapy as per normal rules. Affected targets are aware that you are interacting with them but they do not view it as an attack or view the resulting Trauma as malicious. If their Trauma is treated, they will be able to see the reality of the situation.
The paper from Bryan's form wraps around himself and whoever he's touching before folding in on itself, before unfolding from nothingness at the target location. However, the sudden overload of information from this instantaneous transportation has a chance of damaging Bryan's mind.
Exert your Mind and spend 2 Actions. Select a Location within your line of sight. This Effect cannot be used unless you are in your Amorphous Transformation. You must actively and obviously use folding paper to activate this Effect. You must make a Trauma roll when you use this Effect. Its Difficulty cannot be reduced by any means. If you fail or Botch, you receive one Mind Damage and a new Trauma.
You are transported directly to the chosen Location. Anyone who is touching you as you Travel will be brought along with you. You must wait an hour before activating this effect again.
If you traverse any a library, paper factory, or other place with a significant amount of paper for one minute, you may activate this Effect and travel to the edge of any other a library, paper factory, or other place with a significant amount of paper that you’re aware of, regardless of range.
Freeman takes a step through a passage of Carcosa. For a moment, one can see the twin moons and constellations through a gash in space where he once stood.
Spend an Action or Reaction. Select a Location which is at most 60 feet away horizontally or 15 feet away vertically. If you have activated this Effect 10 times it the last minute, you must Exert your Mind. If you are using this Effect as a Reaction, you must travel at least 10 feet.
You jump to the chosen location. If jumping blind or landing precariously, must roll Dexterity + Athletics to land safely. You will never take fall Damage from successfully landing a jump made with this Effect.
You may opt to trade your free movement for a Super Leap if you are jumping less than 50 feet or if you are closing a gap to an opponent and spend your Action on an attack.
You may activate this Effect while in free-fall, as long as your target Location is a surface on which you can land. You are immune to fall damage.
Instead of physically passing through the air, you are teleported directly to your destination. You may hop to the other side of walls or escape grapples but can travel no farther than 3 feet when doing so.
When you use this Effect as a Reaction to dodge, if you Exert your Mind to activate the Effect, you do not need to roll; your dodge is automatically successful.
Possession of this Power grants the following Trauma at all times: Compulsion to “fix” beautiful people to make them perfect.
Spend an Action. Select a Location within 45 feet.
something moving across or alongside a road, which can be no larger than a person is generated at your target, and it will remain in place for the next 3 Rounds or you choose to end it. It can be perceived by people through their sight. The illusion cannot be used as an attack. You cannot make an exact replica of an existing Animate being or Object.
Anyone who touches the illusion (or who would be able to perceive it significantly through a sense it cannot fool) realizes it is an illusion, and the entire effect will be ended for all targets.
The illusion will remain fixed to its initial Location. It may have moving parts and engage in simple, predetermined movements but cannot perform anything complex or interactive unless you maintain Concentration and “puppeteer” it.
You may use rough roads as though you were standing within your illusion. Doing so dispels the Illusion. Anyone who has already seen through the illusion is unaffected by any Powers channeled through it.
This Gift's Cost is capped at 2 and cannot be increased further.

The Ninja always prepares a few smoke bombs ahead of time to get out of sticky situations. They can fill a room with smoke in an instant and last long enough for the Ninja to make an escape or find an opening for attack.
Spend an Action and use up this smoke bomb.
You create a hemispherical dome of smoke originating at your Location, with a radius of 60 feet. and lasting for 5 minutes. The area inside your zone is affected in any number of the following ways:
The mutant now occasionally lays large, orange-speckled eggs. These Eggs do not hatch nor spoil. If cracked and applied to a chronic injury such as a missing limb, the scar heals completely within the hour. However, any area healed by the egg will forever carry an inhuman appearance as testament to the bizarre method of treatment.
Spend a minute and use up this unusually large egg (unless you succeed on 1d10, Difficulty 7). Select a Living target within arm's reach. Select a Battle Scar on your target to treat.
The treated Battle Scar heals as you finish activating this Effect. If used on a Battle Scar caused by an Unstabilized Injury, that Injury is Stabilized.
Healing a Battle Scar in this way leaves behind an inhuman attribute such as fur, scales, or feathers on the target which cannot be healed.
The Psychic can speak directly into someone's mind, engaging in an entirely telepathic conversation. While they do, they take on a blank, vacant stare in the direction of their target, and appear to be muttering gibberish to themselves under their breath.
Exert your Mind and spend an Action. Select a target any distance away from you. You must have a specific target in mind, but you require only an intuitive understanding of them, such as their name, face, or Location. This Effect cannot be used unless you can see your target.

The conversation will only be perceived by the intended recipient. You must share a common language for your target to understand the message.

You may activate this Effect as a Reaction to contest any Action a valid target is taking, reducing their Outcome by your own. Your command has no impact beyond disrupting their Action.
The detective can flash their badge and bark out orders to a person or a crowd, and the target will have trouble ignoring their command.
Exert your Mind and spend at least one Action. All Sapient targets within 20 feet of you are affected. You must actively and obviously use a police badge to activate this Effect. Your target cannot be engaged in Combat. Communicate a command to your targets. Roll Charisma + Influence at Difficulty 6. Any affected targets may resist by rolling Mind at Difficulty 7.
If the contested Outcome is positive, your targets will be compelled to follow your command to the letter-- but not necessarily the spirit-- of the command until they have completed it or for your Contested Outcome in minutes. You cannot issue another suggestion to the target until 10 minutes after they have completed the first command or 10 minutes after a failure.
The target is unaware that they are under supernatural influence and feel they are acting of their own free will. If you fail, they realize that you were attempting to influence them supernaturally with your command.
Your command can be an order to take an immediate Action. You cannot order a target to "do nothing," and they are free to take other Actions as they fulfill your request. Your command cannot be obviously self-destructive. Commands may force a target to violate one of their Limits, and they will need to make a Trauma roll once the suggestion wears off.
