When Liam approaches a corpse dead less than an hour, the eye of the Witness shimmers, & the spirit will rise if it has a Last Wish. Ghosts may be bound to an any valid item by the wielder if expecting it to happen: if not, they will be bound to an item of personal significance Liam, or the Witness as desired by the GM. These Ghosts are not visible when resting in their bound item, but are visible the rest of the time.
Update: Liam has gained greater control of the Witness - it no longer activates at random, though it does cause the wielder to feel the pangs of death, which can be traumatic.

Possession of this Artifact causes the following Battle Scar to manifest over the course of a day: Tinnitus (ghost voices). If they lose possession of this Artifact, the Battle Scar heals over the course of the next day.
Anyone who touches this Artifact will notice it warping their mind and may drop it. If they choose to hold or use it, they immediately receive the following Trauma: Last Wish: If a ghost or dying person makes a request of you, you must roll Self-Control to not fulfill it. If they lose possession of this Artifact, the Trauma heals over the course of the next day.
If opened while on LSD, the cosmos swirls & unravels beyond the contents of the bag. To anyone else, it looks relatively normal.

This Artifact can be used as a container. It is roughly the same size as a Duffel Bag and just as difficult to conceal. Unless High on LSD, this Artifact behaves as its mundane counterpart.

Living things can be stored in your Duffel Bag. They will have access to anything else inside but cannot break free.

If anyone other than you opens the container, it appears empty. Others can still destroy it to get at the contents.

You are permanently transformed into this Artifact.
You can perceive your surroundings as normal, and you may control the functioning of the object you have transformed into (for example, opening your doors if you are a car).
If you are broken, you cannot take any Actions until you are repaired.
If anyone wields, equips, wears, or uses you while you are transformed, you may take physical actions using their body. Your Action comes directly before theirs in Initiative, and all rolls are made with your stats. You may opt to utilize your Action to "help" your host, allowing them to use your dice pool for their chosen Action.
You can use any Powers that do not require movement on your own. You must be wielded or equipped to use other Powers. You cannot use Artifacts or Consumables, but if you have transformed into a Legendary Artifact, you may use the other Effects attached to it.

The Scepter of Ang-Kapal is a gruesome device fashioned to look like a skeletal arm clutching a glass eye. When used, blood from the person holding is drawn into the eye where it swirls with dark energy. The eye turns to a nearby corpse and shudders, reviving the creature. The creature does not retain any of its memories or personality, but it is absolutely loyal to whoever is holding the scepter.
The Scepter of Ang Kepal has the unfortunate side effect of driving its owner mad.

The airship of solitude is the mad scientist's lair and preferred mode of travel. Not only does it include a full science laboratory, it can be collapsed into an incredibly small canvas cube and easily transported. The mad scientist may pilot the ship alone or rely on its autopilot features for ultimate convenience.
This Artifact can be used as a blimp. It is roughly the same size as a blimp but can be collapsed into a phone-sized canvas cube and concealed. Collapsing or expanding it costs a Quick Action.
This blimp has full science laboratory, bullet-proof envelope, and ample parachutes. Any roll to pilot this vehicle receives +2 dice.
